Debugging and Metrics in PHP

Overview

I admit I still haven't come up with a reliable way to measure CPU usage for my scripts on my developmental Win server (apart from peeking at the task manager). Linux, with features like top, seems to be better equipped to do this and I intend to get set up with a Linux developmental server as soon as I can. But that may be a while in the future yet as I do most my work on my laptop and it has a native Win OS.
